Tricky question Marcek.... but not impossible to answer :o)
It seems like the map and flag are from Cape Verde, where "The official language is Portuguese and the national language is Crioulo".
Dont think that I knew all this, I got a little electronic help!

It is Cape Verde. The formation of the islands look like it is.
Indeed the official language is Portuguese. But I think otto got it first. I could have visited the blog earlier to win this the prize --
